Article 9. In the following cases, a contestant may shift into a lying
position. However, if any technique applied is not continued properly,
the Referee at his discretion, makes the contestants stand:—
(a) When a contestant changes from a throwing technique without
interruption to a lying position and takes the offensive.
(b) If either fall during the application of a throwing technique
they may continue immediately in the lying position.
(c) When a contestant obtains "Shimewaza" or "Kansetsuwaza"
(strangling or locking) technique in the standing position,
moves without interruption into a lying position and maintains
the offensive.
Article 10. Time limit for a contest shall be from 3 to 10 minutes.
As a general rule, the higher the grades the longer the time. Extra
time can be called for by the Referee.
Article 11. When the allotted time for the contest expires the Referee
shall be notified by the ringing of a bell.
Article 12. Any technique applied simultaneously with the signal
notifying expiration of the time limit shall be judged valid. In the case
of an "Osaekomi" (holding) officially announced, the time limit shall
be extended until "Osaekomi" is completed or broken.
Article 13. Any technique applied when one or both of the contes-
tants are outside of the contest area, shall be judged null and void.
Article 14. When a throwing technique is successful, the thrower
remaining within the contest area but the opponent falling partially
inside and partially outside of the area, the throw shall be valid if
half the body of the thrown contestant falls within the area.
Article 15. If an "Osaekomi" (Holding) is officially announced,
but the contestants, in manoeuvre, are getting outside of the area, the
Referee shall announce "Sono-mama" (Do not move) to the contes-
tants. He will then drag them into the contest area with their relative
positions unchanged, continuing the contest by announcing "Yoshi"
(Go or alright). The time spent in this adjustment will be subtracted
from the overall timing of "Osaekomi" (Holding).
Judgement of the Contest
Article 16. The Referee shall have the sole responsibility for the
conduct of the bout. His decisions shall be final and without appeal.
Article 17. There shall be one Referee and two Judges. However,
depending on the scope and nature of the contest, there may be only
one Referee.
Article 18. The Referee shall stay inside the contest area and adminis-
ter the progress and the judgement of the contest.
Article 19. The Judges shall assist the Referee. The two Judges shall
take positions at opposite corners and outside of the contest area and
shall not encroach upon the contest area.
