(b) Semi-Finals. When semi-finals are held, the competitors
shall start in the same order as in the heats.
Semi-finals may be eliminated with the concurrence of the
referee. If so eliminated, the competitors for a final shall
be those accomplishing the fastest gross times in the pre-
liminary heats, subject to the concurrence of the judges as
to placing in the heats.
(c) Finals. In finals, the competitors must be placed in handicap
order in the case of handicaps.
In scratch events where heats are unnecessary, and in all
finals, the stations of the competitors shall be determined by
draw or on the " spearhead " principle.
NOTE.—The " spearhead " principle provides that the
competitors who have performed the fastest times in the
preceding rounds are stationed in the centre lanes, and the
other competitors in the remaining lanes, on right and left,
in accordance with their respective times.
Time of Starting
6o. The time on the programme, when mentioned, shall be
adhered to as far as possible, and no heat shall be started before the
stated time, except with the consent of all the competitors in such
heat.
Standing
61. Competitors do not disqualify themselves during the progress
of a race by standing upon the bottom of the bath or course for
the purpose of resting.
Swimming Over
6z. A competitor " swimming over " must complete the entire
distance to qualify as the winner.
Dead Heats and Fastest Losers
63. If a dead heat ensue, the competitors may, with the consent
of the judges, divide the prizes, or shall again contest, at such time
and place as the Judges may direct.
(a) In all contests, qualifying dead-heaters in preliminary
heats shall be entitled to swim in the next round (or final),
and shall be eligible to take any prize to which their posi-
tions in the final may entitle them.
(b) In level contests, when there is no seeding of competitors,
the winner of each heat, and at least the two fastest losers,
shall qualify to compete in the next round or final.
(c) The fastest loser in a handicap race is the unplaced com-
petitor doing the fastest gross time in the Handicap.
Fouling
64. Fouling, jostling or swimming across and obstructing another
competitor, so as to impede his progress, shall disqualify the
offender.
