to be placed or moved nearer to the mouth of the tunnel than the
normal position until the ball has left the hands of the player putting
it in.

In general play, i.e., except when a scrummage or a line-out is
taking place, a player is off-side only if the ball has last been played
by one of his own team behind him and he remains offside until
he becomes on-side in accordance with Law i9. Such a player does
not incur any penalty because he is off-side ; he is penalised
only if, being off-side, he takes part in play in one of the ways
specified in Law 18
(I).
On the other hand, when a scrummage or a line-out is forming
or is taking place a player is penalised if he is off-side and because,
