membership must be their suitability for the purpose.
Members may serve on more than one panel.
Associate Members may serve on these panels.
(d)
The broad definition given above should give Chairmen
sufficient scope in selecting examiners, to overcome difficulties
of availability and distance.
Standards
8.
(a)
It is important that the standards applied in the Command
will conform to the standards of civilian societies. The
Command Representative must therefore ensure that he and
his area chairmen work to this standard, and devise methods
of examination which ensure uniformity. In selecting
members of their panels, he and the area chairmen must
ensure that the examiners are competent, that they under-
stand clearly the standard to be achieved and are practised
in the approved method of
examination.
(b)
The responsibility for appointing Class I referees is vested
in the Headquarters of the Society. One of the functions
of the Command Representative is to submit to the Central
Committee recommendations for such grading. His
selection by the Section Chairman should take this res-
ponsibility into account.

Registration and Communication
9.
(a)
Although the Command Section has some degree of
autonomy by virtue of its location, its members are members
of the parent society. Members will therefore be registered
through the Command Representative with the Society and
all changes in status will be recorded as they occur.
(b)
The Society's membership card is valid where ever the
Society operates.
(c) Members and potential members should usually communicate
with the general committee of the Command Section of the
Society through their formation member (see para. 5) and
in any event should keep him informed when they com-
municate direct. It is important that the formation member
should keep a record of referees in his formation so as best
to be able to advise the formation Rugby Football organising
Committee.
(d) (i)
At the commencement of each season the composition
of the General Committee showing the formation
members will be published in Command Orders.
(ii) As soon as registrations are complete, a list of referees,
by formations, will if possible be published in Command
Orders, or circulated by other means to all concerned.
(iii) Amendments will also be so published as they occur.
