(d) To ascertain the competency of Class III referees who are
recommended for promotion to Class II, and to submit recom-
mendations to the Secretary, Army F.A., for confirmation. A
special recommendation is required for the promotion of a
Class III referee who has not completed two years' service
as such.
(e) To ascertain the competency of Class II referees who are
recommended for promotion to Class I. The greatest care must
be taken to ensure that referees whose names are submitted
for promotion to Class I are considered capable of officiating
in any senior match in Army or civilian football, including
F.A. cup ties. A special recommendation is required for pro-
motion of a Class II referee who has completed two years service
in that classification, but has not four years service as a referee.
Only in most exceptional circumstances will the promotion of
a Class II referee with under two years service in that classifi-
cation be considered and then only if the sub-committee can
certify that they have satisfied themselves as to the outstanding
ability of the referee by seeing him officiate in actual matches.
() To investigate all complaints and reports respecting the con-
duct and efficiency of serving Army referees in their com-
mands, areas or garrisons, etc., and deal with the same, subject
to confirmation by the Army F.A. Referees' Committee.
(g) To forward complaints concerning civilian referees affiliated
with the Army F.A. to the Hon. Secretary, Army F.A. Referees'
Committee, who will arrange for the matter to be taken up
with the civilian association concerned.
(h) To notify the Secretary, Army Football Association, on ist
December each year of the names of referees in Class I who
are considered by the Command Referees' Sub-Committee
to be outstanding and recommended to officiate in important
matches, i.e., F.A. Cup, Army Cup Final, and semi-finals,
Inter-Service and triangular tournament matches. Additions
to this list may be made at any time should circumstances
so warrant.
(i) To recommend to the Army Referees' Committee the reduction
of any referee considered to have fallen below the standard
of the class in which he is registered.
q..—REGISTRATION AND CLASSIFICATION
(a) None but serving officers and other ranks shall be examined
or classified by a Committee under the authority of the Army
Football Association.
(b) A serving referee shall only be registered in that class to which
he has been approved by the Army F.A. Referees' Committee.
(c) All referees must register with their parent association (i.e.,
in the case of serving officers, warrant officers, N.C.O.s or
other ranks with the Army Football Association).
(d) A serving officer or soldier shall not be recognised as a qualified
referee in the Army unless he has been registered with the
Army Football Association and is in possession of an Army
Referee's Certificate issued by the Army Referees' Committee.
