—The Timekeeper shall use a stop-watch placed on the table

that both he and the Scorer may see it.
24. Whistle Blown, When
Section 13. The Officials shall blow a whistle whenever necessary
to make a decision.

—It is essential that the Scorer's signal be different from
that of the Timekeeper or of the Officials.

—The Officials shall not whistle after a goal from the field
or a free throw, but shall clearly 'indicate that a goal has been made
by using a conventional sign clearly visible from the Scorer's table.
RULE 3
Players and Substitutes
25. Teams
Section
1.
Each team shall consist of five players, one of whom
shall be captain. The game cannot begin if one of the teams is not
on the court with five men ready to play. If

minutes after the
starting time the faulty team is not present, the other team wins the
game by forfeit.
26. Captain—Duties and Powers
Section
2.
The Captain shall be the representative of his team
and shall direct and control its play, before the game is scheduled
to begin, furnish the Scorer with names and numbers of players
who are to play in the game, and with name of Coach or Manager
of team. If a player changes his number during the game he shall
report the change to the Scorer and Referee. The Captain may
address an Official on matters of interpretation or to obtain essential
information when necessary, if it is done in a courteous manner.
No other player may address an Official except as provided in
Section 3 of this Rule.

OTE—
Substitutes arriving late but already inscribed on the score
sheet may take part in the game. ,
27. Substitutions
Section 3. Each team shall be allowed seven substitutes. A
substitute before going upon the court shall report to the Scorer
giving his name and number. The Scorer shall sound his signal
immediately if the ball is dead and the watch is stopped, or as soon
as it becomes dead and the watch is stopped (see §
56.)
The substi-
tute shall remain outside the boundary lines until an Official beckons
him to enter, whereupon he shall report immediately to one of the
Officials, telling the Official his name or number and the name or
number of the player he replaces. When a substitute enters at the
beginning of the second half, he is not required to report to an Offi-
cial but he must report to the Scorer. Substitutions shall not
take more than
30
seconds. If more time is taken, it shall count
as a time-out, and shall be charged against the offending team.
A player involved in a jump ball may not be substituted by another
player.
