Normally referees should serve for at least one complete season
before being recommended for up-grading.
To qualify as Class III a Referee should be tested orally
or
in
writing to ensure he has an adequate knowledge of the rules.. The
classifying authority should then issue a card, which the candidate
should get signed by the opposing team captains or managers in
two matches to certify they are satisfied with the refereeing.

For up-grading to Class II and Class I the grading authorities
will appoint a representative or representatives to see the candidate
handle at least two matches before grading in the higher class is
approved.
In outstanding cases all representatives may recommend can-
didates for accelerated up-grading.
COMBINED SERVICES RUGBY FOOTBALL
COMMITTEE
This Committee is constituted of three members from each of
the Services, and deals with all matters relative to Inter-Services
questions and matches.

Name and Constitution
i. The name shall be " The Rugby Football Union," hereinafter
called " the
Union."
The object of the
Union
shall be the further-
ance of the interests of Rugby Union football and the active en-
couragement of the playing of the game. The headquarters shall
be at Twickenham.
