POST-OFFICE REGULATIONS.
bear stamps of the value of sixpence, it
will be charged with the deficient Book
Postage, and an addition of sixpence.
A Book Packet may contain any num-
ber of separate Books, Maps, or Prints,
and any quantity of Paper, Vellum, or
Parchment ; and the Books, Maps, Paper,
&c.,may be either printed,written, or plain,
or any mixture of the three. Further, all
legitimate binding, mounting, or cover-
ing of the same, or of a portion thereof,
will be allowed, whether such binding,
&c, be loose or attached; as also Rollers,
in the case of Prints, Markers (whether
of paper or otherwise), in the case of
Books ; and, in short, whatever is neces-
sary for the safe transmission of literary
or artistic matter, or usually appertains
thereto.
COLONIAL BOOK POST.
Printed Books, Magazines, Reviews,
Pamphlets, &c. (whether British, Colonial,
or Foreign), may be sent to the British
West Indies, Bermuda, Canada, Nova
Scotia, New Brunswick, Prince Edward
Island, Newfoundland, Malta, Gibraltar,
Ionian Islands, St. Helena, Gold Coast,
Cape Town, South Australia, New South
Wales, New Zealand, at the following
rates : — Not exceeding J lb., 6d. ; ex-
ceeding J lb., and not exceeding lib., Is. ;
Is. being charged for every lb. or fraction
of a lb. ;
And to the East Indies, Ceylon, Mauri-
tius, Hong Kong, at the following rates : —
Not exceeding J lb., 8d. ; exceeding J lb.,
and not exceeding 1 lb., Is. 4d. ; Is. 4d.
being charged for every lb. or fraction of
alb. Provided, however, that the following
conditions be observed: — 1st, Every such
Packet must be sent without a cover, or
in a cover open at the sides or ends.
2nd, It must not exceed two feet in length,
breadth, or depth. 3rd, It must be pre-
paid, by affixing outside the Packet or its
cover the proper amount of stamps.
A Book Packet may contain any num-
ber of separate Books, Publications,
Prints, Almanacs, or Maps, and any
quantity of Paper, Parchment, or Vellum
(to the exclusion of letters, whether
sealed or open) ; and the Books, Maps,
Paper, &c, may be either printed, writ-
ten, or plain, or any mixture of the
three.
The name and address of the sender,
and any words not in the nature of a
letter, may be written or printed upon
the envelope or cover of the Packet, in
addition to the name and address of
the person to whom it may be forwarded.
The Books, &c, may be in any bind-
ing, mounting, or covering, whether such
binding, &c, be loose or attached. In
the case of Prints or Maps, Rollers may
accompany them ; and Markers, whether
of paper or otherwise, may be sent with
books or other printed papers.
If a Book Packet be found to contain
any enclosure which is sealed or other-
wise closed against inspection, or any
letter, whether sealed or not, the letter or
other enclosure will be taken out and for-
warded to the address on the Packet,
charged with full Postage as an unpaid
letter, together with an additional rate,
equal the amount chargeable on a Book
not exceeding half a pound in weight.
The remainder of the Packet, if duly pre-
paid, will be forwarded without any extra
charge.
If a Packet be not sufficiently prepaid,
according to its weight, but nevertheless
bear Postage Stamps of the value of a
single Book-rate, it will be forwarded,
charged with a deficient Book Postage,
and an additional Book-rate as a fine.
In the event of a Book Packet being-
posted altogether unpaid, or paid less
than a single rate, it will be detained, and
sent to the Dead-Letter Office.
No Book Packet, exceeding the weight
of three pounds, can be sent to the East
Indies or to New South Wales ; but on
Books, &c, addressed to any of the other
Colonies above enumerated, the Postage
for heavier packets will increase by two
rates of Postage for every pound or
fraction of a pound.
Book Packets can only be forwarded to
the above British Colonies and Possessions
by British or Colonial Mail Packets, ex-
cepting in the case of Cape Town, New-
Zealand, and St. Helena, to which places
(there being no direct Packets) Books
may be forwarded by Private Ship.
In no case can a Book Packet be sent
to the Colonies (except at the Letter Rate
of Postage) through a Foreign Country.
FOREIGN BOOK POST.
Printed Books, Magazines, Reviews,
and Pamphlets (whether British, Colonial,
or Foreign) may be sent to Monte Video
by Packet, at the following rates : — For
each Packet not exceeding \ lb., 6d. ;
exceeding \ lb., and not exceeding 1 lb.,
Is. ; Is. being charged for every lb. or
fraction of a lb. Provided, however,
that the following conditions be ob-
served : — 1st, Every such Packet must be
sent without a cover, or in a cover open
