STAMP DUTIES.
by bills or promissory notes. In reference to this
exemption, the Act 17 & 18 Vict. c. 83, § 7, pro-
vides that they shall not be remitted or sent to
any place beyond fifteen miles in a direct line from
the bank or place at which the same are made pay-
able, or be received in payment, or as a security',
or be otherwise negotiated or circulated at any
place beyond that distance. Penalty on Persons
sending or receiving such d»'afts, £50. Section 8th
provides, that unstamped drafts, received within
fifteen miles, on the adhesive stamp being affixed
and cancelled, may be received and negotiated be-
yond that distance.
All letters of credit, whether in sets or not, sent by
persons in the United Kinf;dom to persons abroad,
authorizing drafts on the United Kingdom. — 16
and 17 Vict. c. 59.
Note. — The duty on drafts or orders may be im-
pressed on the paper, or an adhesive stamp may
be affixed.— 16 & 17 Vict. c. 59, § 3. The adhe-
sive stamp may be either a receipt or draft stamp.
—17 & 18 Vict. c. 83, § 10. Where an adhesive
stamp is used, the maker of the draft to cancel the
stamp by writing on it his name or initials. Pen-

N.B. — The duties on Foreign Bills, drawn out of
the United Kingdom, are to be denoted by adhe-
sive stamps. The amount of duty on the adhe-
sive stamps is impressed on two parts. The Board
of Inland Eevenue recommend that the cancella-
tion should be on one of the parts, and the other
left legible.
If a Foreign Bill payable abroad, and as to which
the provision " drawn in sets of three or more "
apply, shall be drawn in a single bill, the duty will
be the same as on an Inland Bill, and if in a set
of two, the duty on each will be the same as on an
Inland Bill. This is in accordance with the opi-
nion of the Board of Inland Revenue (see North
British Daily Mail, 3d November, 1854). But the
Board have given an opinion that a Foreign Bill
drawn abroad and paj'able in this country in du-
plicate or triplicate only represents one transac-
tion, and is liable to the duty on one Inland Bill
of the same amount, — that is, if one of the parts
have the full duty, the others may be unstamped
(see Times, 6th November, 1854). The schedule
of the act does not provide for such a Bill being
drawn in sets. Bills bearing to be drawn out of
the United Kingdom are to be deemed Foreign
Bills so drawn, although they may in reality be
drawn in the United Kingdom, 17 and 18 Vict,
c. 83, § 4. A person in the United Kingdom
drawing and issuing a bill payable out of the
United Kingdom in a set, must draw the whole
set, and a person transferring or negotiating such
bill must transfer and deliver, stamped, the whole
number of the set. Penalty, £100. A person
taking such bill must get the whole set, stamped,
otherwise he cannot recover on it or make it avail-
able, ib. § 6. This applies only to bills drawn
within and paj'able out of the United Kingdom.
Inland Bill, Draft, or Order for the payment
of any sum of money, though not made payable
to the bearer, or to order, if the same shall be de-
livered to the paj^ee, or some person on his or her
behalf, the same duty as on a bill of exchange for
the like sum, payable to bearer or order.
Inland Bill, Draft, or Order for the payment
of any sum of money, weekly, monthly, or at any
other stated periods, if made paj'able to the bearer,
or to order, or if delivered to the payee, or some
person on his or her behalf, where the total amount
of the money therebj' made payable shall be spe-
cified therein, or can be ascertained therefrom, or
shall be indefinite, the same duty as on a bill pay-
able to bearer or order on demand.
