Naval Agency and Distribution Act, 1864, are made by Commanding Officers. Solicitors,
attorneys and persons in the service of the Crown, are ineligible for appointment, as are
incorporated bodies, but partnership bodies not incorporated and officials of incorporated
bodies in a personal capacity may serve if otherwise eligible under the Act.
