last and then to receive Retired Pay at the rate of
25s. per diem, subject, however, to the proviso con-
tained in paragraph 8.
3. The above system of retirement to be extended to
Captains who raav have attained the age of 55, provided
they be willingand desirous toacceptthesauie.subject
to the proviso contained in paragraph 8. When the
Act! ve List of Captains shall have been reduced t o 300,
no Captain shall be eligible for retirement under this
clause who has not bean Ave years on that List.
4 captains who shall lie found physically unfit for
service may, at the discretion of the Board of
Admiralty, be allowed to retire irrespective of age, at
the several rates of 18s. or 20s.aday .acoording to their
standing on the List, provided they shall hs-ve served
at aea in the ranks of Lieutenant, Commander, or
Oapcain a combined period of fifteen years; and, If
lees than that period of service at the rate of 16s. a
day. Such Officers to be allowed to rise in rank a>nd
pay with other Captains of their standing, subject to
the proviso contained in paragraph 8.
5 A limited number of Captains who may nave at-
oned theageof 50, and who are not desirous of further
employment, to be allowed, at the discretion of the
Board of Admiralty, to retire on the foregoing con-
ditions, and subject to the same proviso. When the
Active List of. Captains shall have been reduced co300
hi further retirement of Officers to take place under
this clause. . ,
6 Captains wlK' .nay arrive at their turn for promo-
tion to the Flag List. without having served the time
required to qualify them for their Active Flags, to be
Placed on the List of Reserved Roar- Admirals.
Th'ise Officers, and also such Officers as may^unaei
the provisions of the Order in Council of 1st August
1860 have been already promoted to the Reserved Flag

however, to the proviso contained in paragraph o.
7. The increased rate of 25s. per diem Half-pay to be
extended to Officers who, under the provisions of th«
Order in Council of 1st August i860, have already at-
tained or may hereafter attain the rank of Resr-
Admiral on the Retired List, subject to the same
proviso. All Officers who are either now, or who may
be in future, retired under the provisions of the Order
in Council of 1st August I860, to be allowed to rise to
the higher grades on the Retired Flag List, according
to the seniorities which they respectively held on the
List of Captains, but without receiving any further
increase of Retired Pay or emolument.
8. No Officer who was not on the Active List of
Captains previously to the 1st of August 1860, to be
allowed more than the pay of 20s. a day on attaining
the rank of Rear- Admiral, unless he shall have com.
pleted one year's service at sea in the rank of Captain.
1866.
1. Captains to be retired on attaining 60 years of age,
or when physically unfit for service, on the terms of
the Order in Council of 9th July 1864. Those at present
on the Active List, who, before attaining the age of
sixty, shall have served the necessary time to qualify
them for promotion to the Active Flag List, are to
be allowed to retain their places on the Active List, it
they should prefer it ; but no Captain will be eligible
for promotion to the Accive Flag Lisc after 60 yearn
of age. or when physically unfit for service.
2. Officers promoted to the rank of Captain after the
date authorised by the Order in Council, to be sub-
jected to compulsory retirement on attaining the age
of 60, whether they have served or not.
3. Captains of 60 years of age who have served the
necessary time to qualify them for promotion to the
Active Flag List, and who remain on the Captains' List,
until promoted to Rear-Admiral, to be placed on the
Retired List ; but will be allowed to rise by seniority
to the Rank and Pay of Vice- Admiral and Admiral re-
spectively. Captains who have served their time, but
who retire voluntarily before reaching the top of the
List, will not be entitled to rise to higher pay as Flag
Officers than 25s. a day, in accordance with the Order
in Council of Sth July 1864.
4. Captains who have not served their time for
Active Flag Rank, and who have been unemployed for
ten years, to be retired on the terms of the Order In
Council of 9th July 1864.
5. Captains' List to be reduced gradually to 250, by
filling up only two of every three vacancies caused by
age, retirements from that List, whether optional or
compulsory. Vacancies from all other causes are to
be filled up aR they occur.
COMMANDERS.
1840.
This List consists of so of the Senior Commanders
ju the List, who have the option of receiving the
Retired Rank of Captain, with the Ralf-pay of 10s 6d.
per diorr being thelowest rate of Half-pay allowed to
a Captain. Their widows are allowed pensions of 75J.
tier annum if otherwise entitled thereto.
1851.
The number of Commanders on too Active List will
be reduced toa number aotpermaneutlyexcaedmg 450,
and tue reduction will be effected thus:—
1. By selecting 5ii Commanders to ba Captains, as
aoove specified.
2 By increasing to 100 the List of Commanders pro-
moted to the rank of Retired Captain under the Order
In Council of 1840, aud keeping such Reciremenc open
until the number at Commanders on the Active List

3 By placing on reserved half-pay all Commsndert
who have not served afloat oriathe Cacket or Revenue
Service within twenty years, or who tirephysicallym
capable of service. and by continuing from timeto time
to remove such Officers from theActiveList to Reserved
Half-pav Offlceis who may be thus place don reserved
half-pay will be allowed to retain ail tao aavantagea
they now enjoy of rising in pay or rank, or of receiv-

That the List of Captains on the Reserved List
established by Order in Council of 25tn of June.1851 be
increased from 50 to 100, by selecting from the Active
List of Commanders a number not exceeding 15 in the
present and in each succeeding year, till the number
of 100 be complete, when the vacancies only are to be
filled up hy selection also from the Active List.
2. That the List of Retired Captains (established by
Order in Council at 10th August 1840, and increased by
Order in Council of 25th June 1851) be increased tem-
porarily from 100 to 250, and permanently to 200. To
effect this subsequent reduction, one Officer only will
be promoted in cwo vacancies till the List be reduced
to its permanent number of 200. but chenceforward
one Officer will he promoted in each vacancy.
1860.
Ail Commanders on che Accive List who have
attained che age of 60, or who may hereafter attain
that age, to he placed on a Retired List, with the rank
and title of Retired Captain, and co receive Half-pay,
according to their length of Sea Service, on the scale
horein-af ter mentioned.
Commanders on che Active List, who have not been
employed either afloat, in command of Revenue
Vessels, in the Coast (iu*rd,or as Mail or Transport
Agents, within a period of fifteen years, to be placed
on a Retired List, and to receive Retired Fay ao.rn.-ij -
Ing to their amount of Sea, Service, also on tVe same

permitted to assume the rank and title of Retired
Captain on reaching the age of 69 without f nil her
addition ta their Retised pay.
