No free leidge to be taken as a soldier except by his own
will. No officers recruiting for Flanders to seize deserters
except those from the regiments in Flanders. Other officers
only to seize deserters from their own regiments. Passes
for soldiers only valid when given by colonels (or field
officers of home regiments). These to be proclaimed, read
in all churches after service, and printed.

invasion or insurrection. All persons coming in without
passes to be stopped at the ports or borders. Disaffected
persons and their meetings to be reported. Those who
have not sworn to be disarmed and their horses taken away.
Warning to be given of strange ships approaching. These
to be proclaimed and printed.

Delivery of a Thousand Men for the Levy of this
present year.

from (1) all idle, loose, and vagabond persons without wife
or children ; (2) young fencible men, unmarried, who are to
fill up the number by lot. £20 Scots to be paid on delivery
of each recruit to Sir Thomas Livingston, Commander in-
Chief. These to be proclaimed and printed.

missioners of Supply to meet on 9 March and nominate
captains, &c. Officers nominated to serve under penalty of
fine of 1,000 or 500 merks. All heretors to be ready by
12 March with men and 10 days' pay at 6d. per day at the
meeting places, where the troops are to be kept at drill for
10 days. The heretors of Wigtoun, Kirkcudbright, Air,
Dumbarton, Lanerk, and Renfrew are to assemble within
three days. The militia, &c., will not be regarded as listed
soldiers. All horses worth above 100 merks Scots, whose
owners have not sworn allegiance, are to be seized for service.
Report to be sent in by 16 March. This to be proclaimed
and printed.
