Committed by them.

Free quartering is illegal, and a commissary has been
appointed to buy forage for the horse and dragoons in
royal pay. Commissaries are to provide magazines on being
warned beforehand, and to attend these daily between 10
and 12 a.m. to give out forage. On sudden marches the
commander is to be supplied with money, and is to pay
cash for all forage and entertainment in transient quarters,
on pain of cashiering. Complaints will be investigated by
the Privy Council, and expenses of prosecution reimbursed.
Demands on commanding officers should be made in presence
of a burgh magistrate, or a justice of peace, or two witnesses.
Horses only to be pressed by the joint order of the com¬
mander and a burgh magistrate, or a commissioner of supply.
Pay 3s. Scots for each 2 miles for man and horse, and 12s.
Scots any day they do not travel, to be paid by the burgh
magistrates or the collectors of supply, and allowed them by
the receiver-general. These to be proclaimed and read to
the troops.

Owing to the tumults in Edinburgh of journeymen,
prentises, and other servants and young men, many inno¬
cent persons are hurt and killed. All persons are to retire
home on any tumult and keep within doors. The forces,
train-bands, and guards of our town of Edinburgh are
