Against transporting new levies for foreign service.
Edinburgh : 1 October 1674.
Cites proclamation 23 July, No. 2391, q.v. This has
been disobeyed. No shipmasters are to transport any levies
without special licence on pain of 3,000 merks fine. All
subjects are to seize on any one trying to enlist them. All
persons who have contravened the proclamation are to be
proceeded against.

Cites proclamation 24 April 1662, No. 2228, q.v., pro¬
hibiting the import of French doubles or doits and that of
20 July 1671, No. 2348, q.v., which prohibited import of
any copper coin, or their use as coin. No foreign copper
coin is to be imported on pain of confiscation and other
punishment. It is not to pass current at any rate whatso¬
ever. These to be printed and published.

Lord Amont and the Earl of Aboyn have appealed from
the Lords of Council and Session to the King and Parlia¬
ment (5 Feb. 1674). This being unusual, the Lords asked
the advocates on oath whether they had advised these
.appeals. Instead of answering the advocates appealed to
the King. Their statement was unreasonable and likely to
cause jealousy against the Lords of Session. Quotes statutes
of James II and James V. By royal letter (19 May) the
Lords of Session were confirmed, and an opportunity
offered to the advocates to withdraw these appeals on pain
of disbarring. On 4 July, on their refusal, forty more
advocates left the house. None of these advocates are to
be within twelve miles of Edinburgh till they give satisfac¬
tion. The advocates who have remained are to be encour¬
aged. Those who do not apply to make satisfaction before
28 January next will never be readmitted.

On the resignation of Patrick Graham of Inchbi-aikie, late
P.M.Gr., John Graham, his son, was appointed P.M.G. by
patent (Whitehall, 3 Jan.). In 1669, when a foot-post was
established to Innerness, the following postages were sanc¬
tioned : Under 40 miles single letter 2s. Scots, double 4s.
Scots, per oz. 5s. ; under 60 miles, single 3s., double 6s.,
ounce 7s. Qd. ; 80 miles or more, single 4s., double 8s.,
ounce 10s., and so on. These rates are to continue all over
the kingdom. No foot-posts are to carry letters on any road
where his posts may be established on pain of apprehension
and fine. These to be printed and proclaimed.
