In accordance with promise in declaration of war 17 March
1672, leave is given to all inhabitants of Low-countries to
freely pass into England. They shall have full liberty of
worship. A bill will be passed to naturalize them. Their
ships shall be counted English-built for the Navigation Acts.
Seamen, &c., shall be free of press. Free passports and
safe-conducts will be given, with convoys if necessary.

Cites proclamation 15 June 1665 imposing a duty of £12
Scots on each water-boll of foreign salt, except for fish curing,
and 9 March 1671, No. 2345, q.v., forbidding import of salt.
Seeing the Commissioners for salt are ready to supply all
that is required, any person using foreign salt after 1 January
1673 will be fined £12 Scots per boll, with the penalties for
importing fixed by former proclamations. These to be
proclaimed.

It is no longer necessary to attend exchequer days for
every article seized by custom officers. A description of
all prohibited and embezzled goods seized is to be posted on
the Custom House of the district, and if no claim is laid to
them within forty days at the Exchequer they may be sold.
All prohibited goods found on any ship in any harbour of
the kingdom are lawful seizure, unless imported under
licence, or imported for export and kept in the collector's
custody under lock and key. These to be printed and
published.

Cites Act 5, Sess. 2 of this Parliament against Conventicles.
Heretors, &c., are to see that no house or field conventicles
are held within their bounds, and if such happens they are
to give notice to the sheriff immediately on pain of fine of
one-fourth the yearly valued rent of their heritage in the
shire. One-third of fine to the judges, one-third to informer,
and one-third to Crown. For conventicles in burghs royall,
the magistrates shall be fined by the Privy Council. These
to be printed and published.
