twenty-three years. A solemn yearly commemoration is to
be held on 29 May to be employed in public prayer, &c. No
trade, &c., to be used, but the remainder of the day spent
in lawful divertisements.

Praises Parliament for rescinding (29 March) all Acts since
1633. For the present church government by sessions, pres¬
byteries, and synods (they keeping within bounds) is allowed
notwithstanding that Act. Ministers are not to interfere with
the public government of the church, but to compose them¬
selves to a quiet deportment. These to be proclaimed.

All laws and Acts of Parliament against thefts and rob¬
beries, &c., andagainst sorners and vagabonds are to be strictly
observed. All landlords, chieftains, and captains of clanns
and branches of clanns are to obey the Acts made thereanent;
all subjects to assist in execution of the laws. These to be
printed and proclaimed.

CIL.] A Proclamation for Restoring the Church
of Scotland to Its Ancient Government By Bishops.

The Privy Council have considered the King's letter of
14 August last from Whitehall stating, (1) that the King inhis
letter to the Presbytery of Edinburgh, No. 2181, August 1660,
promised to maintain the government of the Church of Scot¬
land settled by law, (2) the Estates of Parliament have
rescinded all the Acts since the troubles began, leaving to
His Majesty the settlement of chui'ch government. In com- ''
pliance with the Act Eescissory and Proclamation 10 June
last, No. 2207, His Majesty declares to his Council that he will
restore the church to its government by bishops as it was by
law before the late troubles. All subjects are to cheerfully
acquiesce and obey. Sheriffs, &c., to see it obeyed. Persons
discoursing, preaching, &c., against it to be imprisoned.
The rents of the bishoprics, deaneries, &c., are not to be paid
to their present owners this year but held till further orders.

unhappie troubles . . .
Anent the election of magistrates within burghs royall.

Many fanatics and persons opposed to monarchy have
attained municipal office during the late troubles, which may
lead to future disturbances. No persons are to be elected
but such as are of approved loyalty qualified according to
the late acts of parliament. Elections otherwise made to be
declared void. These to be published.
