A Declaration.
Edinburgh : [July] 1648,
The sufferings of the King and the heavy burdens of the
lieges are so intolerable that he will hazard life and fortune
to redeem His Majesty from prison, settle religion according
to the Covenant, and establish peace in both kingdoms.

Act against convocations.
Edinburgh : 8 July 1648.
No persons not ordinary inhabitants or members of the
Committee of Estates or General Assembly, or having
approved business to leave Edinburgh and the neighbour¬
hood within forty-eight hours. The magistrates to take
order to this effect on Monday and report to the Committee
on Tuesday. These to be proclaimed.

passes. No one to be allowed to reside in any burgh without
a testimonial from his kirk-session on pain of £100 fine on
his resetter. Commissioners named to execute the Act.

Certain Scots soldiers have injured the inhabitants of . . .
counties which have received them kindly. (1) Any one
wounding an Englishman for money to die. (2) Any one
plundering or driving off cattle to die. (3) Any one destroy¬
ing growing corn to lose his horse and be imprisoned for
a week. This to be read to every regiment and in all
churches.

A Declaration of . . . concerning the present dangers
of Religion, and especially the unlawful ingagement
in Warre, Together with many necessary Exhorta¬
tions and Directions to all the Members of the Kirk
of Scotland. [Begins] It cannot seeme strange to
any . . .

Their warning is not due to disloyalty to the King or dis¬
respect to Parliament, but to their duty by solemn covenant.
Cites previous pi-otestations of the Assembly in 1583, 1592,
1594,1595,1596,1638, &c. The present army has committed
insufferable disorders, which are recounted at some length.
The declarations of Parliament are unsatisfactory, and do
not provide security for religion. The General Assembly
are deprived of their liberty of printing under Act of Par¬
liament, their printer inhibited on pain of death by the
Committee of Estates, No. 1962, q.v. After a detailed
examination of the Declaration, No. 1965, q.v., and express¬
ing their distrust of the intentions of the leaders of the
party [Hamilton], they charge all ministers not to be
accessory to the Engagement, but declare themselves faith¬
fully concerning it, and warn civil judicatories against
ensnaring others by new oaths.
