The hearth-money does not come in, owing to concealment
of hearths, &c., obstinacy of persons of quality who will not
admit inspectors, the combination against distresses, and
the connivance of magistrates. All arrears from 24 June
1965 [sic, 1665] must be paid at once to the Deputies,
No. 770, q.v. Magistrates and officers to assist Deputies.
This to be proclaimed within 14 days after receipt.

By advice of the Privy Council of England, all restraints
on the exportation of commodities of the growth or manu¬
facture of Ireland to foreign parts is taken off. There is to
be no trade to the foreign plantations, otherwise than the
laws allow, nor to prejudice the charter of the Canary
Company.
