Dungannon, Captain General of the Catholic Army in Ireland,
to free it from the yoke of England. Offers plenary ' veniam
et remissionem' under the usual conditions, as if in war
against the Turks or for a Crusade. Permission to print
copies, to be certified by Notary Apostolic.

Kecites the Queen's favours to Hugh Neale, called O'Neale,
who has been created Earl of Tyrone. He now is attributing
to Her Majesty the intention of destroying himself and his
religion, and drawing together adherents. He has been
proclaimed traitor and a free pardon offered to him and his
followers. He has now taken to the wilds. 4,000 marks
offered for his apprehension alive, 2,000 for his head, with
a free pardon.

Recites care bestowed on Ireland, and repeated benefits to
Munster. Ingratitude of the late revolt. Pardon to all
(except James and John Fitzthomas Desmond, Thomas
Fitzmorris, the Knight of the Valley, Peirce Lacye, Jesuits,
&c., town dwellers, those in arms, or in prison), who apply
in the next six months.
