The Eai-1 of Desmond and his confederates have stated
that a new conquest of Ireland and extirpation of the Irish
is in contemplation. This is untrue, and the Queen will
pardon all concerned except the ringleaders excepted by the
Lord Deputy. All subjects are to withdraw from these
traitors. Those who come in within 10 days will be
pardoned. Kebels will be followed up with fire and sword.
The Queen will not allow any subjects to be oppressed or
hindered as long as they are obedient. The offence of
rebellion, and submission to a foreign and strange potentate
being greater than her Deputy may pardon, the Queen has
caused this Proclamation to pass the Great Seal, and it has
thus the legal force of a Pardon under Great Seal. But any
persons may have particular Pardons under Great Seal of
Ireland.
