PREFATORY NOTE.
In the argument on the Coercion Act, a good deal turns upon the
question whether the practice of exclusive dealing, which we contend
that it treats as a crime, is commonly or extensively followed up by
crime. We have constantly challenged the Government to prove
this, if it be the fact. At length, during the Session 1890, the
Secretary for Ireland produced seven cases. I have argued that these
seven cases, in four years, if true, did not justify penal legislation
against Ireland. The Secretary for Ireland now states that he has
more cases. He does not say that he stated this at the time. If
he has more cases, he would do well to produce them, and thus to
justify, if he can, punishing in Ireland what is lawful in Great
Britain.
