By the commissioners at Leith is dated 'first of March 1651'. It is a proclamation for the payment of crown rents in Leith and was issued by the English Parliament.

About the printer

The printer was an Englishman, Evan Tyler, who was active in Edinburgh from 1633. In 1642 he was appointed King's Printer, which caused some discontent because this was an essentially Scottish office. In 1651 Tyler transferred his printing establishment to Leith, but moved to London the following year.

Leith and Edinburgh were separate burghs until the 20th century.
