Note. — Under the provisions of Order in Council of the 29th February, 1908,
Commissioned Warrant Officers and Warrant Officers specially promoted to a higher
rank for war or distinguished service are borne supernumerary in the rank or ranks
above until the time arrives when they would have received promotion in the ordinary
course. The number of special promotions made under these conditions is limited to
five per cent., in excess of the establishment, of the higher rank or ranks combined.
§ The total number of Chief Gunners, Chief Boatswains, Chief Signal Boatswains,
and Commissioned Telegraphists (excluding those borne supernumerary) is restricted to
eight per cent, of the combined number of Commissioned Warrant Officers and
Warrant Officers of those ranks, and the proportion of Commissioned Electricians is
not to exceed one third of the total number of Commissioned Electricians and Warrant
Electricians combined (except as modified by Order in Council of the 19th July, 1912).

% Order in Council of the 19th July, 1912, provides that all deserving Warrant
Officers belonging to classes in which Commissioned Warrant rank is attainable may
be advanced to Commissioned Warrant rank after 15 years' service as Warrant Officer.
* These numbers include Lieutenant Commanders, Lieutenants, Carpenter
Lieutenant Commanders and Carpenter Lieutenants promoted from Commissioned
Warrant rank under the nrovisions of Order in Council of the 28th March, 1903.
